USTR announced the public comment period for businesses, organizations, and others to submit written comments and/or appear at a hearing to share their perspective on the trade agreement with Mexico and Canada ("USMCA"). McCarthy Consulting's recent experience working at USTR can help businesses not only submit comments but also help USTR act on them. Please reach out to learn more about this process and how the firm can help you.
Key dates:
++Written comments deadline: November 3rd
++Request to participate in the hearing deadline: November 3rd
++Public hearing: November 17th (potential for a second day on the 18th) held at the International Trade Commission in Washington, D.C.
++Comments rebutting perspectives raised during the hearing deadline: 7 days after the hearing (Nov 24th or 25th)
What can you comment on? Any aspect of trade with Mexico and Canada is fair game, but USTR outlined a few areas it is interested in reviewing, including:
++Strategies for strengthening North American economic security and competitiveness, including collaborative work under the Competitiveness Committee, and cooperation on issues related to non-market policies and practices of other countries.
"Non-market policies and practices of other countries" is government speak for China's policies that harm American businesses and workers. This will be a major focus of the review as the U.S. will seek reforms that prevent Chinese content and products made by Chinese-owned/operated firms in Mexico from entering the U.S. tariff-free. American firms competing with Chinese products entering the U.S. from Mexico (or Canada) should express their views.
++Factors affecting the investment climate in North America and in the territories of each Party, as well as the effectiveness of the USMCA in promoting investment that strengthens U.S. competitiveness, productivity, and technological leadership
